rural and upstream flash-flooding that can rapidly propagate downstream, and (2) urban flooding driven by intense rainfall, overwhelmed drainage, creek rises, and river backwater effects.
The main catalyst is the catastrophic flooding of the Guadalupe River in South-Central Texas that destroyed Camp Mystic and caused the deaths of at least 27 campers. An example of why lead time, resilient sensing, and rapid notification matter.
